Deputy Kampala Metropolitan police spokesperson, Luke Owoyesigyire, said Constable Ojilong Ben, used his gun to kill Corporal Opito Alex and another unidentified Local Defence Unit –LDU officer perhaps attached at the same station.
The panic started after reports that swarms of desert locusts had been sighted in Abim district on Monday evening. The district located in Karamoja sub-region borders Kapelebyong and Amuria in Teso and Otuke and Agago in Lango Sub Region.
Out of nine staff attached to the department, only three staff who include the senior Inspector of Schools, Education officer in charge of special needs and Sports officer are now left to run the department, overseeing more than 176 government-aided primary schools, 200 private schools and over 1,000 teachers.
The call came just a day after swarms crossed into Uganda, through the North-Eastern Districts of Amudat and Nakapiripirit from neighbouring Kenya. The infestation in Uganda also puts Tanzania and South Sudan on the watch list, according to Mark Lowcock, the UN Emergency Relief Coordinator.
