Billy Okunyu, the Apac District Education Officer said the head teachers failed to meet the required performance targets in the 2018 Primary Leaving Examinations.According to Okunuyu, some of these head teachers have been performing so poorly in the administration and failing to managed funds meant to finance UPE activities among others.
