On Friday, John Vianney Lutaaya, the Principal Staff Surveyor in the Lands Ministry who accompanied the minister to the dialogue, said they were planning to travel to Moroto. Without divulging more, the officer said he would explain all the delays on arrival to Moroto.
The road measuring 37 kilometers from Moroto town is full of pot-holes and in poor state. Since 2009, Lokitanyala road has been appearing on the list of roads earmarked for upgrading from gravel surface to class II bitumen surface, with shoulders, drainage channels, and culverts. In 2016, president Museveni announced that Lokitanyala road had been included in the Soroti- Moroto road construction.
Moroto District Youth Chairperson Simon Kokoi says the district has consistently ignored requests for money to conduct council meetings over the last three years, as well as the induction of councilors elected during the 2016 general election. The district youth council is required to sit at least once in a year.
