President Museveni has in the past criticized provision of bail to suspected capital offenders and on Monday, he clashed with the Chief Justice Alphonse Owiny Dollo on the issue of granting bail to persons accused of capital offences pending determination of their cases.
Addressing MPs under the NRM Parliamentary Caucus at Kololo Independence Grounds, Museveni criticized the Tenth Parliament for blocking more funds for the new model and instead allocated only 200 billion shillings which he said is inadequate.
According to Lumumba, during the meeting, Museveni who doubles as the NRM party chairperson discussed with the legislators the challenges they met during the campaigns and election, which he described as hectic. Lumumba explains that Museveni advised the legislators who lost their seats in the recent elections not to give up but start preparing for the 2026 elections.
Kadaga says MPs shouldn’t meet and agree with the Executive on matters before the House. She cited the 1995 Uganda Constitution and Administration of Parliament Act, 2000, which provides for among others the independence of parliament as one of the arms of government.
