Moses Tibamwagaine, an Engineering Assistant working on the project through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) says that the completion of the project is dependent on the availability of funds from the ministry.
During the Barraza, the Minister learned that the community members had been told to pay money by the SACCO leaders, the Parish Development Committees, and some LCI Chairpersons to enable them to access PDM funds.
