"The transfers are good but they should have taken place earlier. We have families to plan for. It is not easy to pack an entire family to move to a new location,"Kirabo said.
Initially, 124 billion was needed to roll out the entire new curriculum. However due to funding gaps, the ministry decided to implement the curriculum on an annual basis.
