According to Justice Buteera, magistrates can benefit from the wealth of experience of retired judicial officers, particularly in mediation and plea bargaining.
Speaking at the opening of their induction at Collin Hotel in Mukono Central Division on Monday evening, the Chief Justice emphasized that ADR and plea-bargaining initiatives allow both parties to participate in determining the outcomes of their cases.
This morning, Chief Magistrate Roselyn Nsenge granted them a cash bail of Shillings 10 million each, and their sureties executed noncash bail of Shillings 100 million each.

Kiondo through her lawyers of Denis Nyombi and Company Advocates asked the court to restrain Mukono District local government and the LCV Chairperson Rev. Peter Bakaluba Mukasa from organizing nominations and elections or appointing any other representative of the urban authority.
“The Judiciary is putting bits and pieces together to enhance your pecuniary jurisdiction from 20 million shillings to about 100 million. Research and consultations are still going on, but that is one of the proposals. This means that you must be ready to shoulder a lot of responsibilities, especially during this transition to the new Judiciary ushered into by the enactment of the Administration of Judiciary Act 2020.” Justice Buteera noted.
On Monday, Mukono Chief Magistrate Roselyn Nsenge Turyatuga concurred with Turyatunga that Twinamasiko was erroneously arrested and charged for cases that were already before the High Court, and there was no need to hear them in the lower court. Her decision was mainly based on the evidence that there are ongoing civil suits before the High Court and that both parties had requested the court to determine land ownership.
"These people think that just because we are soldiers, we should not fight for what belongs to us. I can take the same path as he did to reclaim what is rightfully mine," Major Wanyama told court.
The Chief Registrar pointed out that some judicial officers, particularly research magistrates in various high court circuits, appear to prioritize assignments from judges over those given by registrars.
During his appearance before the Mukono Chief Magistrate Roselyn Nsenge on Thursday, Twinamasiko's lawyer, Steven Turyatunga, raised objections to the prosecution's request for an adjournment.
“As you work you are being assessed by the lawyers, the litigants, and other members of the public. They know which Judicial Officer comes late, takes bribes, or is habitually drunk. There are Judicial Officers who are known for their hard work, good stakeholder engagement, and honesty. Kindly be this judicial officer," he said.
“Ensure timely delivery judgments and reasonably dealing with bail applications. Bail should not be unreasonably denied by imposing impossible terms, but the Court must always guard against absconding. Accused persons due for mandatory release should be timely processed and sent to the High Court for action,” Justice Dollo said.

The petition reads in part: "They have never been taken to court yet, and it is now coming to a month after their arrest, which has psychologically tortured the complainant and the deceased's family. Despite numerous and several efforts, our client has implored to demand the police take the suspects to court. The police have adamantly refused, ignored or rejected to arraign the suspects to court for trials."
