Michael Kwarikunda Mbareeba, the Rukiga District Male Youth Councilor who is also a member of the District Works Committee, says they have been receiving Shillings 155 million per quarter to help them run the works department smoothly.
The sugar project targets to benefit 1,946 members of Atiak Sugar Plantation Out-growers’ Society Ltd and 2,500 members for Gem Pacilo Farmers’ Cooperative Society in Gulu and Amuru Districts.
According to the report, 7.4 million Shillings was withdrawn from the Women Empowerment Program and youth livelihood program accounts on different dates in 2019 without authorization. The report also notes that 104 million Shillings was transferred from the general account to the Imprest account and later withdrawn for unknown reasons.
