According to the Division’s revenue performance report for the first quarter of the 2021/ 2022 financial year, only 384.7 million shillings local revenue was collected between July and September this year out of the estimated 2.62 billion shillings.
Jimmy Oyoo, the Speaker of Pece –Laroo Division in Gulu City says the council agreed that the councilors would borrow and the Division would deduct 135,000 shillings from each councilor’s allowance of 280,000 shillings monthly for between 28 to 54 months.
Alfred Okwonga, the Gulu City Mayor, says that they set the fees after holding consultations with the leadership of various Boda boda groups. He says that the riders will have an option of either paying weekly Shillings 1000, monthly Shillings 40,000 or annually Shillings 48,000.
The 141.7 million shillings for the rehabilitation works are part of the 2.192 billion shillings allocated to the Health Department for the financial year 2021/2022 budget of 36.9 billion shillings approved by Gulu City Council.
In the report, Labeja is also tasking Gulu City Council to pay him nine months’ accumulated subsidy totaling to 8,190,000 shillings and 1,590,000 shillings’ emolument for a month, and that his former deputy Pauline Lukwai also owes the council shillings 21,048,000 which includes salary arrears, subsidy and emoluments.
