The resolution was made after some of the staff from Moroto district tested positive to the virus.
Joseph Lomongin, the Chief Administrator Officer Kotido said the water department shall remain closed for several days as the taskforces seek resources for fumigating the department.
Eng. Paul Logole, the Kotido District Engineer, says that he has forwarded a list of three bridges in Rengen Sub County to the Works Ministry for action. He said the district doesn’t have enough resources to fund construction of bridges.
All the eight districts of Karamoja have boundary conflicts. Kotido and Abim have locked horns over Lokililing and Moru-Alokwangat Parishes while Kotido and Kaabong also have a disputed boundary at Lolelia in Kacheri Sub County. Napak district is at loggerheads with Katakwi, Abim and Moroto, some of which have culminated into violence.
In an emergency meeting convened at Lopeduru Village in Kotido Municipal Council, the chairpersons said some of the most vulnerable members of their communities are severely starving and can’t even afford one meal a day.
According to the ordinance, local leaders are supposed to mobilize children of school going age to attend school. They are also required to ensure that children within their areas are not subjected to paid labour or any income generating activities during school hours.
The new ordinance was passed alongside the Kotido District Tree Production and Range Land Management ordinance in December last year. They are among the three environmental protection ordinances formulated by the council early last year.
Kotido district council has re- applied for the creation of eight new sub counties following the revocation of the same by the Ministry of Local Government. Nine days ago, Local Government Minister Tom Butime revoked the nine sub counties he initially created in Kotido citing complaints from Abim district leadership over the boundaries.
Julius Locheng Lotyakatau, the Kotido District Council Speaker, says it is unfair for the minister to revoke all the nine newly created Sub counties. Locheng notes that only Lokililingi sub county is being contested by Abim district.
Sarah Narem, the Assistant Chief Administrative officer of Kotido said according to a communiqu from Mercy Corps, they would only cater for accommodation, food and transport but not allowances. She said the district did not have money to facilitate councilors allowances since the trip was organized within a short period.
Kotido district has declined in its expected budget performance plan having managed to spend 38 percent this financial year. As of May 29th, according a report on the budget performance, Kotido district has 3. 4 billion shillings as unspent balance. The report further indicates that more 2.8 billion shillings is yet to be released as government grants.
