The approval followed a request by Henry Musasizi, the Minister of State for Finance –General Duties. The supplementary budget is for this financial year 2021/2022 which is scheduled to end on June 30.
The Adhoc Committee of parliament, which has been investigating the distribution of 82.05 acres of Nakawa-Naguru land in its report to parliament, reveals that whereas lease offers of less acreage were communicated by the Secretary to the Commission, there were no minutes availed to support such reductions or variations in sizes connoting the existence of fraudulent intent.
MPs on Commissions, Statutory Authorities and State Enterprises – COSASE have discovered in an ongoing probe against into the ULC that the system was deactivated for a period of about 15 months between September 2019 and April 2021.
Uganda Radio Network- URN learnt that the Land Commission allocated 2 acres of land to ROKO Construction Company Limited in consideration OPEC's 1.7 acres on which ROKO had initially constructed a slab for its client. ROKO also received compensated worth 15.72 billion in lieu of any interest they held in 2 acres earlier allocated to them, inclusive of the slab. This figure is inclusive of 87 percent interest rate per annum. The payment is deemed irregular because as a third party, ROKO had no claim whatsoever against the government.
In his opening remarks in the committee sitting Thursday morning, the Chairperson, Joel Ssenyonyi informed the MPs that he recieved information that Kamya had developed ‘excruciating pain in the heart’ and was rushed to an undisclosed hospital for medical attention, and could not attend the meeting until she recovers.
The beneficiaries affected include Internal Medicine of Virginia PC (15 acres), Master Links Uganda Ltd (3 acres), Phaneroo Ministries (4 acres) and Arab Oil Supplies and Exploration Ltd (4 acres).
Robert Wandwasi, the Bungokho South MP supported the committee's recommendation to retire the ULC commissioners in the public interest, saying that this would help safeguard public land.
For instance, through their lawyers, Leonard Kizito and Francis Kigonya wrote to the ULC Chairperson on January 6th, 2022 requesting Shillings 250 million for their 950 acres of land at Bugangaizi Block, which they sold to ULC at Shillings 950 million that the commission paid in several installments.
