The Abim Resident District Commissioner, Samuel Mpimbaza Ashaka has blamed the spread of Foot and Mouth Disease across the two districts to rampant theft of livestock, which escalates the spread of the disease. He asked local leaders to effectively enforce the quarantine.
David Claudian Mushabe, the Mayor of Nyagatare district maintains the stand of Rwanda that Rwanda National Police Officers killed the smugglers after they turned violent while resisting arrest. Mushabe says that despite the incident is a lesson to learn that each country has its own rules and mandate with security.
