The tax body had directed that all imported goods be cleared from the port of entry under the single customs territory. This meant that a trader would import goods and when they reach Mombasa or Dar-Es-Salaam, they pay taxes immediately and continue to the final destination – in this case, Uganda.
During the council session held on Friday, at the City Hall, it was resolved that discussion of the budget be halted until they have received guidance from the Minister for Kampala Beti Kamya on the matter of the Acting Executive Director Andrew Kitaka whose powers to present the budget to council are being questioned.
This comes after URA noticed that a sizeable number of taxpayers had introduced fictitious entries in their accounts such as loans and related expenses to lower their tax bill. Also, the tax body said some taxpayers were using multiple Tax Identification Numbers to suppress earned revenues.
The paper says the government now concentrates on building physical infrastructure, like roads, to secure quick wins in elections. The traditional donors want to see social development. China is indifferent, they argue.
