Besigye recently declared that after contesting for the presidency four times without success, he had given up on his PLAN-A which involved changing the regime through elections, and moved on to Plan B. However, he did not divulge details on the said plan, leaving Ugandans speculating on his next course of action.
The celebration was due to be held at Koloin Primary School, Kapir Sub County in Ngora district. It was expected that Dr Kiiza Besigye, a former presidential candidate would preside over the event and later hold rallies in selected districts within the region.
Citing numerous attempts calls for dialogue; Besigye says he will not be party to talks called by Museveni, stating that an independent person must be trustworthy and credible and should look at a mechanism to implement solutions.
Besigye, while briefing journalists on his recent visit to the United States of America and United Kingdom, says he met with Ugandans in London, who poured their frustrations on the systems of governance, where investors have to have links with powerful people in government for them to be given a green light to invest.
Besigye, who returned into the country on Monday morning after a months trip to the United States and the United Kingdom, was arrested by security officers, shortly after he disembarked from a Kenya Airways flight.
Speaking to journalists shortly before the tour, Eremye said the visit is to brace the judiciary with the concerns which affect the prisons service. He says the DCC had made earlier plans to visit the detention center as part of its circuit.
Sources that attended a meeting by the Inter Party Organization of Dialogue -IPOD indicated that opposition leaders used the meeting to demand for the unconditional release of Dr Kizza Besigye, who is currently on remand at Luzira Prison on treason charges and Nakawa division MP Michael Kabaziguruka, now detained in Kigo.

Forum for Democratic Change FDC presidential candidate Dr Kizza Besigye has been involved in an accident at Nkoni along Masaka-Mbarara highway. Nkoni is in Lwengo district. Besigye is travelling to Rukungiri to hold a rally.
The Democratic Alliance Summit will continue negotiations on the presidential aspirants on Friday. The alliance remains divided on how to handle the two aspirants, Dr. Kizza Besigye and Amama Mbabazi.
The Democratic Alliance Summit is currently holed up in a closed retreat at Royal Suites Hotel in Bugolobi to reach consensus on a joint presidential candidate.
