Morutit, like Nabilatuk Resolution was put in place in 2013 to deter locals from stealing cattle. Under the Morutit and Nabilatuk Resolutions, cattle thieves pay twice the number of livestock stolen to the owner and, additional animal for elders and members of the Peace Committee.
Gerald Kiwanuka, the Officer in Charge of Kotido Government Prison has confirmed Oluka’s disappearance from work, saying he is on the list of prison deserters.
In an operation led by the Kotido District Police Commander, Apollo Kyangungu, the police managed to recover three metallic doors plucked off from a public toilet at Boma Ground and 97 angle bars. Other angle bars had been cut into pieces and packed into two bags.

The station did not have working space for officers and was operating without police cells. Suspects held by the police were instead detained in a nearby market stall. Female, male and juvenile suspects were all muddled in one stall, prompting an uproar from the suspects, residents, and human rights activists.
According to the ordinance, local leaders are supposed to mobilize children of school going age to attend school. They are also required to ensure that children within their areas are not subjected to paid labour or any income generating activities during school hours.
The new ordinance was passed alongside the Kotido District Tree Production and Range Land Management ordinance in December last year. They are among the three environmental protection ordinances formulated by the council early last year.
Joseph Orisa, the Kotido District Information Officer, says the ordinance aims at reducing the risk of airborne diseases caused by poor hygiene and sanitation.
