This follows a series of disagreements between Tooro Kingdom administration and Babiito elders over the management of the cultural institution headed by the world’s youngest king, Oyo Nyimba Kabamba Iguru Rukidi IV.
On September 2, 2019, the Government of Uganda and Tooro Kingdom signed a Memorandum of Understanding on the return of the kingdom assets. King Oyo signed on behalf of the kingdom, while President Yoweri Museveni and the Attorney General William Byaruhanga represented the government.

Arnold Otim, a resident of Adyel Division, believes Odurs security is at risk due to the leadership wrangles that has split the cultural institution. There are at least four factions under the cultural institution each led by a parallel paramount chief appointed by the clan heads.
