“As you work you are being assessed by the lawyers, the litigants, and other members of the public. They know which Judicial Officer comes late, takes bribes, or is habitually drunk. There are Judicial Officers who are known for their hard work, good stakeholder engagement, and honesty. Kindly be this judicial officer," he said.
“Ensure timely delivery judgments and reasonably dealing with bail applications. Bail should not be unreasonably denied by imposing impossible terms, but the Court must always guard against absconding. Accused persons due for mandatory release should be timely processed and sent to the High Court for action,” Justice Dollo said.
The Chief Justice, Alphonse Owiny-Dollo said Kenneth Kakuru was a very genuine person who was never an arrogant but pleasant, caring, loyal friend and never kept any grudge for long and he apologized if someone disrespected Justice Kakuru noting that it was a matter of communication.
Bigirimana argues that the approach of remunerating judges and magistrates based on their individual performance levels in a given period of time will help to eliminate tendencies of laziness and unnecessary absenteeism of staff, which affects the timely dispensation of justice in the country.
