Despite scoring highly, the search committee, declined to recommend Professor Moses Joloba for appointment on grounds that there were several complaints against him. However, the committee noted that there was no conclusive report on the status of the complaints as well as disciplinary action by either management or Appointments Board.
Nuwagaba had spent 17months out of university service following his dismissal on May 23rd, 2018 by the University Appointments Board for alleged extortion and bribery. However, the university Human Resource Director, Richard Mugisha reinstated Nuwagaba in a September 10th, 2019 letter and deployed him as the Chief Custodian of the College of Engineering, Design, Art and Technology –CEDAT.
The staff appeals tribunal has directed management to immediately reinstate, Elias Nuwagaba at Makerere University, saying disciplinary process leading to his dismissal from the university service had gaps.
