In a joint statement issued together with the United Nations on Sunday, the partners said they have been following the electoral campaign and remain concerned about reports of intimidation and violent clashes between supporters of opposing sides.
Dr Mehari Tadelle Maru, a legal consultant on the protocol says that although there are several barriers to free movement, mistrust between member states and trans-boundary resource disputes remain the key barriers.
