The UBTEB Senior Assessment Officer of Agricultural sciences, Dr. Allison Ashaba Rwakanuma disclosed this at a press briefing at Kadogo Community Polytechnic School in Mbarara City On Monday.
The over 200 students who graduated from the institute from 2018 to 2021 after doing Uganda Business Technical Examinations Board Exams have not received their academic transcripts despite paying all the fees due.
The decline was noted across five programmes that sat for examinations early this year. These include; Technical Advanced Craft, Technical National Certificate Programmes, Technical Community Polytechnic Programmes and Business Diploma programmes. It was also noted in Business Certificate Programmes.
According to UBTEB, one of the main reasons for failure by learners is institutions teaching old curricula that are no longer being examined. As a result, learners appear for examinations to find things they were not taught

According to Janet Museveni, once libraries are created, learners will be able to access reading material, which will help improve their ability to read and write.
According to the results that were released on Friday, a total of 5,251 candidates that sat for examinations in two programs; Uganda Community Polytechnics Certificate-UCPC and Advanced Craft Programs- ACP, 4,102 representing 84 percent completed their studies and passed during the November/December 2019 examination cycle.
Lucy Kahunde, an assessor from the Directorate of Industrial Training (DIT) who is currently supervising the UBTEB construction exams, said the practical examination for construction went well without any candidate missing out on materials.
The training according to Onesmus Oyesigye, the UBTEB Executive Secretary is aimed at equipping skills and competences to the trainers and assessors ahead of the implementation of the new curriculum for training programs.
From analysis of the results, 602 candidates (about 28%) were negatively affected by modules such as engineering surveying, engineering mathematics II, Strength of Materials, AutoCAD (a commercial computer-aided design and drafting software application) and Thermodynamics.
