According to Oulanyah, Members of Parliament are no longer respected amongst Ugandans because a lot has gone wrong, and the public believes that many legislators are self-seekers who only go to parliament to enrich themselves.
Oulanyah was called to preside over Wednesday’s session to allow Speaker Rebecca Kadaga to mourn her niece Sheila Alitwala Kadaga who died on Monday. This came moments after Koboko Woman MP Margaret Babadiri put Kadaga to the task to explain the whereabouts of the Deputy Speaker at a time when she needed a break to deal with the loss.
According to Bunyole West Member of Parliament James Waluswaka Oulanyah is very strict on time and challenges the MPs so much, while Kadaga is accommodative, even for those who are less informed, comical, spontaneous and somewhat ill-prepared for debates.
The Deputy Speaker who is also the NRM Vice Chairperson for Northern Uganda and himself defected from UPC to NRM in 2006, explained that the alleged people are using their purported defections as enterprising avenues for money making.
MPs from the Busoga caucus reportedly started collecting signatures to impeach Oulanyah last week, a move that Oulanyah loyalists are suspicious could be coming from Kadaga’s camp. According to media reports some MPs have already signed the petition in a discreet move.
The Deputy Speaker Jacob Oulanyah, on December 3, directed the Clerk to Parliament to gazette the Bill to enable its First reading on the floor of parliament after Niwagaba failed to obtain a Certificate of Financial Implication for the Bill within the time frame of 60 days stipulated in the Public Finance Management Act.
Deputy Speaker Jacob Oulanyah made the communication on Thursday saying that the award of certificates to the Ministers will not only help improve their attendance in Parliament but also send notice to the appointing authority.
