Oulanyah was reportedly a favourite candidate from Saturday evening when CEC adjourned to today. However, some members requested that the decision be made Sunday, and following lengthy deliberations this morning, a majority of CEC members backed Oulannyah over Kadaga for the job.
The President had pledged 10 million Shillings, a pair of oxen and an ox –plough to each of the NRM sub-county chairpersons in the districts. But the pledge had remained pending since 2016.
He said the three questions included the possibility of safely holding conventional elections of mass rallies and processions even in the absence of a vaccine or clear treatment for the virus. According to Museveni, the commission had also considered the possibility of postponing elections.
The president also allowed for the reopening of schools for candidate classes; P7, S4, S6 and finalists in tertiary institutions and universities. He said however, there will not be end-of-term one exams. “The rest of the learners should be patient. it’s better to be alive,” Museveni said.
