State Attorney Martin Mwangusha who was relying on the affidavit of the Director Operations Uganda Police Force, Edward Ochom and Brigadier Dr Godard Busingye the Chief of Legal Services in UPDF opposed the case and asked court to dismiss it.
He says that after several complaints to President Yoweri Museveni, he was instead transferred from ISO in 2010 and taken to work under Anti-Terrorism Department of Police under the leadership of former Inspector General of Police Kale Kayihura. Here, Captain Obote was still never paid his salary, a trend which continued when he was later deployed at the National Resistance Movement Secretariat as a security coordinator on behalf of ISO.
On Thursday, Justice Esta Nambayo directed the Attorney General to produce Denis Okello and Charles Ongom Labeja who have been in detention since March 12th 2020. She has directed that they bring them before her court on April, 29th 2020.
Kasulu is seeking an interim injunction to block more than 60 job placements that were advertised last month by the Public Service Commission, pending determination of his main application. In June 6th 2019, KCCA advertised more than 200 jobs following a directive from the Public Service Commission Chairperson, Justice Ralph Ochan on April 18, 2019.
