Sserumunye told Uganda Radio Network (URN) that while they have not caught any culprits, they suspect HCP, with whom they have been battling to resist eviction, of hiring people to destroy their crops. Efforts to obtain HCP’s comment were unsuccessful as their local office was closed.
Denis Tugume, a member of the NPA board who represented the Executive Director during the commemoration of World Town Planning Day in Masaka City, expressed concern about the apparent reluctance of local governments to enforce physical planning laws.
The Bukalasa Land Offices have faced scrutiny due to bribery, fraud, and mismanagement of land records. Reports indicate that officials solicit bribes for processing land transactions, issuing land titles, or resolving disputes.
Moses Ayebare, the Chairperson of the affected residents, points out that since the special certificate of title encompasses other titles issued earlier for plots 65, 66, 118, 208, 209, and 210, they are concerned about the impact on residents who haven't yet obtained titles for their land. Ayebare requested the minister to establish a mechanism to help them obtain free land titles.
Mayanja says that the directive is to ensure the issues surrounding the contested land are amicably resolved and people are able to utilize it for development purposes.
Andrew Nyumba, the acting permanent secretary for the Ministry of Lands says this is part of government efforts to rectify and regularise the land ownership to stop the mischief of having dual ownership of land that was created by the colonial government.
The money will be used to construct three roads which include Bwitankanja-Nsonosa 5.6 kilometers, Burambira-Mikamba-Bwitankanja 6.7 Kilometers and Mutwe-Kyamwera 7.4 Kilometers, construction of a Market Shed and Taxi Park and construction of a playground.
Robert Kanunsu, the Mbarara Deputy City Resident Commissioner, says that they have recieved intelligence indicating that there are many land grabbers who are eyeing government land while private developers have already obtained titles for the government land.
The issue arises from 2005 when Jotham Bagyenda claimed to have bought Kyegegwa Playground from Kyegegwa Sub County at 10 Million Shillings. The Sub County then was still under Kyenjojo district.
According to the Ministry, all Registry operations were frozen affecting over 394,000 land transactions. Despite the temporary closure several people are still flocking the offices hoping to get services. The closure threw the real estate industry in Wakiso district into a panic right from day one.
The piece of land measuring 299 acres is situated at Namwambula village in Kiringente Sub County in Mpigi district. It was purchased by the Ministry at a cost of 13.5 billion Shillings from an Indian firm N. Shah and Company Limited.

The Kitagwenda LC V chairman, Robert Mugabe, says the quarry is in Kanara Sub County and all royalties should be channeled to his district. Mugabe alleges that in 2015, Kamwenge bribed surveyors to produce a report in their favor, something he says Kitagwenda is ready to challenge at all costs.
