They were arrested on Wednesday on the orders of Peter Ogwang, the State Minister for Economic Monitoring in the Office of the President for corruption and negligence of duties.
The others are Deogratius Byakagaba, the district Education officer and Hillary Agondeze, the district water Engineer.
" Why would a doctor be sent to prison for having used money for staff houses to build an intensive Care Unit? That Officer should face only administrative disciplinary measures such as demotion, not criminal proceedings for alleged corruption", said Kakuru.

On Tuesday, they appeared in the High Court before Justice Margaret Tibulya, weeks after they had been sent there for trial by the Anti-Corruption Court Chief Magistrate Sarah Namusobya who didn't have jurisdictions to try them.
