In February 2013, FINASI made a proposal to President Yoweri Kaguta Museveni to build and manage specialized healthcare facilities at Entebbe Grade A Hospital and the Uganda Cancer Institute.
The opposition legislators met over the weekend in a three day retreat at Entebbe led by the Leader of Opposition in Parliament, Betty Aol Ocan, their party leaders and representatives from Uganda People's Congress (UPC), Democratic Party (DP), Forum for Democratic Change (FDC) and Justice Forum to chat away forward.
According to the report tabled by the Planning State Minister, David Bahati, the Shillings 440 billion has largely been spent by State House, the Education, Tourism and Justice Ministries and local governments. State House accounts for 25 percent of the supplementary funding.
