Dr Mehari Tadelle Maru, a legal consultant on the protocol says that although there are several barriers to free movement, mistrust between member states and trans-boundary resource disputes remain the key barriers. Mehari was speaking on the sidelines of the IGAD high-level experts technical review meeting on the draft protocol at Speke Resort Munyonyo.
According the Anthony Namara, Uganda’s Acting Commissioner Immigration Control, free movement does not entail moving in and out without border clearance.
The development of the National Migration Policy is in a dilemma on how to handle the issue of free movement of persons in the East African Community, while at the same time imposing restrictions on what kind of people are allowed into Uganda.
