Dr. Wilson Sanya, the mayor of Koboko municipality, says that the chaos erupted at around 10 am when a URA enforcement team from the Oraba border shot and injured a Boda boda rider suspected to have been involved in fuel smuggling using their vehicle.
Phillian Anguni, a resident of Anzuu village in Vurra sub-county Arua district was shot on the right thigh on September 5 near Opia Health Centre III. The URA enforcement team from Padeya in Zombo district was returning from Arua city.
In real terms, this reflects a growth in revenue of Ushs2.511 trillion, while the Tax to GDP ratio grew by 1% to 12.99%.
However, this performance means the URA did not hit the target set by the Ministry of Finance, Planning and Economic Development to collect Ushs 21.638 trillion.
The tax body, with Edward Larbi Siaw as commissioner general -CG, in that year collected 113 billion Shillings, which was 6.83% of GDP then amounting to 11.2 trillion Shillings. But much as the revenue collections have since grown many times to Ushs 16.4 trillion as of 2018/2019 (and expected to hit 19 trillion this fiscal year), the ratio to GDP has been oscillating between 11 and 13% in the last one decade.
According to the Ministry, the reduction is majorly due to failure by Government to realize domestic revenue to support the budget due to the COVID-19 and its effects, but also a U-turn from the loans and grants coming from external sources.
Milly Isingoma Nalukwago, the Assistant Commissioner Research, Planning and Development URA, the study will seek to assess the impact of tax exemption which will inform policy formulation.
The commitment came after committee members tasked Musinguzi on how he is dealing with the highly connected and sophisticated theft and corruption in URA. A number of them said that the Authority was failing to perform due to high levels of corruption.
According to Peter Gikwiyakare, the URA Customs Supervisor-Mutukula, they get traders from Tanzania, Zambia and Zimbabwe who buy commodities in Kampala.
