Geoffrey Komakech, a farmer in Gulu City told URN in an interview that they petitioned the RCC after all their efforts to recover their money from Gulu District Agriculture Department failed to yield results. He says that they also handed a copy of their petition to the Gulu District Chief Administrative Officer for intervention as well.
Michael Oneka, a farmer under Tidi –ma-myero Farmers’ Group in Bungatira Sub –County in Gulu District, says 12 of his group members paid Shillings 148,500 each totalling to Shillings 1,782,000 to Simon Lamex Ocaka, a staff of United Bank of Africa.

But a debate immediately ensued among some elite Acholi people questioning the agro-industrial rationale of Gulu City.
