Bernard Bainamani, Uganda Premier League Chief Executive Officer CEO told URN that Express FC will be crowned at a scientific function with only 20 people at Star Times Offices in Nakasero.
The development comes after the President okayed sports to remain operating even after closing some of other sectors in a bid to control the spread of the new COVID19 wave.
