Blood compensation, known as ‘’culu kwor’’ among the Acholi kinsmen is meant to reconcile (mato oput) the perpetrator and the victims or their families.
They say that the family members resolved in a recent meeting that the proposed learning institution will be named Brigadier Okoya Vocational Training School. They reasoned that the institution will help keep his memory, legacies and service to the country alive and also help to transform the lives of the people through skills training at subsidized costs.
