Phillip Munaabi, the ULS Board Member in Charge of Healthcare and Benevolent Fund, said this is a deliberate move by the state actors as they have been blocked in many places despite seeing trucks ferrying in suspects from many places.
"We have not feared protests," Prisons spokesman Frank Baine told URN. "But we have taken precautions to protect and secure offenders. Even if you have guns, you don't walk to the lions saying 'I will shoot you!' Avoiding conflicts is much better."
