David Esiru, the Secretary Uganda National Teachers Association- UNATU in the district, says besides salary delays, annual increments for teachers are not realized in the district.
Mathias Akeeka, the Inspector of Schools Kabale Municipality blamed the salary delays on the mess in the Integrated Financial Management System IFMS, which is used to pay civil servants.
UNATU\'s Kabale district chairperson Zadoka Tumuhimbise says teachers in Uganda do not have reason to celebrate the day. He says the teachers resolved to stay at home and mourn the plight of teachers and the declining standards of education in the nation.
