Trouble started after division councilors who had filled up the gallery applauded the arguments made by the divisional mayors that didnt please majority of the authority councilors, who are opposition leaning.
This afternoon, the council resolved to summon the minister to appear on Monday. The councilors asked the Lord Mayor to notify the Minister that she should come to talk specifically about the KCCA amendment act before delving into other issues concerning Kampala.
The Katuntu led team argued that Justice Kavuma over stepped his mandate when he sat as a single judge and not as a full bench of three justices and kicked Lukwago out of office. He said orders made by Justice Kavuma touched other matters that were not before him on March 31 citing matters that were handled by Justice Yasin Nyanzi and the Deputy Registrar of the high court Fred Waninda.
Lukwago who appeared at high court this morning during the hearing of one of his petitions, laughed off the bond document saying he is not aware of any law in Uganda, which provides for the offense he was charged with.
In his application, Nyombi states that it would be improper for the High Court to go ahead and hear Lukwagoâ€™s case yet he has appealed against a decision by Justice Yasin Nyanzi not to disqualify himself from hearing the same matter.
