Parliaments Committee on Commissions, Statutory Authority and State Enterprise COSASE has today started investigations into the Centenary Park land row between Kampala Capital City Authority KCCA, Nalongo Estates and three other government entities.
The notable beneficiaries of the six billion shillings, dubbed a presidential handshake, include Doris Akol, the Uganda Revenue Authority URA Commissioner General, Uganda National Roads Authority UNRA Executive Director, Allen Kagina and Kampala Capital City Authority KCCA Executive Director, Jennifer Musisi among others. The list also has former Attorney General Fred Ruhindi, State Attorney George Kalemera, Solicitor General Francis Atooke and the Secretary to Treasury, Keith Muhakanizi. These are part of the 42 public officers who received the money for their role in the 400-million-dollar Heritage Oil arbitration case which Uganda won.

Two legislators who lobbied parliament to investigate how government officials shared six billion Shillings have faulted the Uganda Revenue Authority URA Commissioner General for irregularly effecting payments.
The committee was established by a resolution of Parliament calling for thorough investigations into the controversial payment of six billion Shillings to individuals who were involved a tax arbitration case between the Government of Uganda and Heritage Oil.
According to the terms of reference, the Committee is to investigate claims that public officers solicited for the payment of the bonuses totaling to Shillings 6 billion from the President contrary to standard practices of rewarding public officers
One of the outstanding findings by COSASE was the confession by Chinese contractors for trading in Shillings 47 billion meant for compensating project affected persons. The Committee compelled the contractors to refund the money.
Due to the failure by UNRA officials to give a satisfactory explanation on the missing documents, Kabale Municipality MP, Aja Baryayanga asked the committee not to proceed with the officials until all the documents are tabled.
