Revisiting the Hansard: How Ninth Parliament Approved New Municipalities parliament hansard 1 Top story

The motion initially proposed the creation of 12 new municipalities of Nansana, Kira, Makindye-Ssabagabo, Kisoro, Mityana, Njeru, Kitgum, Ibanda, Koboko, Mubende, Kumi, and Lugazi. The motion attracted a lot debate, with the then Shadow Local Governments Minister, Betty Nambooze accusing government of trying to create electoral areas to benefit its supporters and o burden the tax payer.

Patrick Ocan, the Apac Municipality Member of Parliament says Kwizera had an angle to argue his case but they also have theirs as the affected parties. He recounts that when the six municipalities were approved by parliament in 2015 others constituencies were approved but their elections was postponed due to budgetary limitations.

Parliament Finally Allows New Municipalities 3

The municipalities coming into effect on 1st July 2015 include Nansana, Kiira, Makindye-Ssabagabo, Kisoro, Mityana, Kitgum, Koboko, Mubende, Kamuli, Kapchorwa,Kumi and Lugazi. Municipalities to come into effect on 1st July 2016 include Ibanda, Njeru, Apach, Nebbi, Bugiri, Sheema and Kotido.
