The current Ugandan laws do not provide for the participation of people in Diaspora in the election of both local and national leaders. To achieve this, therefore proponents might need to advocate for an amendment that would result in the creation of the Diaspora Voters’ Register and provisions for proxy voting and e-voting.
In his petition, a concerned citizen Pius Kabiswa contends that article 108 2 of the constitution that empowers the President to appoint his Vice contravenes article 59 that mandates the citizens to elect their leaders. He wants the constitutional court to declare the article inconsistent.
The Electoral Commission says the old voters card will not be used for voting purposes in the 2016 elections. It will only consider the national identity card and new voters cards.
