The International Supreme Council of Muslim Leaders is charged with issuing universally binding Islamic pronouncements known as Fatwa.

Mubaje used the unity prayers to speak tough against a section of Masaka Muslim faction leaders led by Sheikh Swaibu Ndugga, the rival Masaka district kadhi for alleged fraud.
