Dr. William Tayeebwa, the head of Journalism and Communication department at Makerere University, pointed out a case in November 2016 where Ugandan journalist Joy Doreen Biira was arrested and charged with abetting terrorism for doing her basic journalism work in Kasese district. Biira who works for Kenya Television Network, was reporting on the November 26th and 27th army raid on the palace of Rwenzururu King Charles Wesley Mumbere in which more than 100 people are believed to have died.
