Prof. John Opuda-Asibo, the executive director National Council for Higher Education, says there is need for a statutory instrument to guide how the process for the selection of Vice Chancellor should be. Section 31 3 of the Universities and Other Tertiary Institutions Act gives that mandate to a search committee composed of two members from the University Council and three members from the University Senate.
