Mukono High Court Embraces Video Conferencing to Boost Access to Justice

The Judiciary has launched video conferencing facilities at Mukono High Court, marking a major milestone in the ongoing effort to enhance access to justice, reduce transport costs, and ease the case backlog. The innovation, supported by the United Nations Development Programme (UNDP), is part of the Judiciary’s broader Information and Communication Technology (ICT) strategy aimed at modernizing court operations.

During the launch event, a maiden video conferencing session was held between Kauga Main Prison and Mukono High Court. The session was presided over by Lady Justice Jacqueline Mwondha, the Resident Judge of Mukono Circuit.

Lady Justice Mwondha applauded the Judiciary for installing the facility, describing it as a significant step forward in modernizing justice delivery. She noted that the technology would not only streamline court processes but also offer a secure platform for vulnerable witnesses to testify without intimidation. Annet Mpabulungi, a representative from UNDP, emphasized that the system would enable detainees to participate in court proceedings remotely, eliminating the need for physical transportation. “This not only reduces logistical challenges but also enhances security and efficiency in the judicial process,” she said.

With this development, Mukono High Court joins other circuits such as Masaka, Mubende, Mbale, and Gulu in adopting video conferencing technology. While officiating the launch, the Acting Principal Judge, Jane Okuo Kajuga, urged judicial officers to uphold human rights, ethics, and the right to a fair trial as they implement these innovations. 

“To be accurate for accountability purposes, we must ensure that the use of such technology aligns with our commitment to justice and the rule of law,” she said. She also commended UNDP for its continued support and called for sustained collaboration in strengthening the administration of justice across the country.
