Justice Ssekaana Bounces Back to Kampala High Court

Justice Musa Ssekaana has bounced back to the High Court Civil Division less than a month after he was transferred to Mbarara as Senior Resident High Court Judge.  The transfer was communicated in a circular issued this morning by Dr. Flavian Zeija, the newly sworn in Principal Judge.  

The circular reverses other transfers announced in December last year by the former Principal judge, Dr. Yorokamu Bamwine. Dr. Zeija explained that following the transfers by Justice Bamwine, they received petitions from some judges requesting for reconsideration.  

“The Petitions were considered following the due processes,” reads the circular. Adding that, “In order to attain efficiency, there was need to make fresh deployments in some courts.” Dr. Zeija has accordingly made 13 fresh transfers including reversing five transfers that were made by his predecessor and had become effective January 1st, 2020.  

In the changes Justice David Matovu moves from High Court in Fort Portal to head the Family Division of High Court and Justice Phillip Odoki moves from Mukono High Court to Mpigi. Lady Justice Elizabeth Kabanda moves from Civil Division to Execution and Bailiffs Division, Justice Margaret Tibulya bounces back to the Anti-Corruption Court from the Land Division while Justice Isaac Muwata moves to Mubende High Court.

Those who have been transferred normally are:  Justice Olive Kazaarwe from the Family Division to Land Division, Justice Dr. Joseph Murangira from Mubende High Court to Family Division and Justice Tadeo Asiimwe from Mbale to Mbarara as Senior Resident High Court Judge. 

Others are Justice Yasin Nyanzi from Criminal Division to the Land Division and Justice Patricia Waswa Basaza from the Execution and Bailiffs Division to Mukono.
