James Ocaka, the LC I chairperson of Akesi Cell, said that when residents joined the police in an area search, they discovered that the murder had taken place inside the prime suspect’s house. Bloodstains were found on the floor, along with pieces of clothing.

Police in Nebbi district are investigating the circumstances under which a 40-year-old woman allegedly murdered her lover after he spent the night at her home in Akesi Cell, Abindu Division, Nebbi Municipality. The deceased, identified as 38-year-old Biloyotho Francis, was killed on Monday night. His body was discovered by school-going children on Tuesday morning, February 18, 2025, about 10 meters from where he was allegedly murdered.
According to Rose Ayerango, a neighbor, the body was found dumped on a concrete slab near her home. She initially attempted to call out to the deceased, whom she recognized as a familiar face in the neighborhood, but he did not respond. Alarmed, she immediately informed the Akesi Local Council (LC) I chairperson, who then alerted the police.
"When I was notified by school children that someone was lying on our concrete slab, I went and witnessed. Unfortunately, I couldn't do much, but I notified the area LCI for more action around 7:00 a.m.," Ayerango said. James Ocaka, the LC I chairperson of Akesi Cell, said that when residents joined the police in an area search, they discovered that the murder had taken place inside the prime suspect’s house. Bloodstains were found on the floor, along with pieces of clothing.
"We have done the first step of the investigation as members of the community and got the prime suspect whose house is being considered for harboring crimes," Ocaka said. He added that preliminary findings indicate that the suspect and others had initially planned to dispose of the body in a septic tank behind the house but later decided to move it 10 meters away.
"The suspect being held by police, with other people, wanted to dump the deceased’s body into the septic tank behind her building but later pulled the body 10 meters away from the scene of the crime. But the compound was swept very early to destroy the evidence." A relative who had been staying with the deceased in Ocwi Jeros said that Biloyotho left home on Sunday morning and never returned. She was shocked to learn of his death.
She described him as a resident of Zali Trading Center in Zombo District who had lived with her for nearly four years. While acknowledging that he was a known drunkard, she insisted he had never been violent. "Much as he was a drunkard, he has never confronted anybody for a fight."
Nebbi District Police Commander (DPC) Waibi Filbert confirmed that police arrested the woman suspected of the murder to aid in the investigations. The body of the deceased was taken to Nebbi Hospital mortuary for a postmortem before being handed over to relatives for burial. Waibi urged residents to be vigilant and report any criminal activities to the police promptly.
"Police responded at the scene where one woman who’s the prime suspect was arrested to aid police with more investigations on the murder of the deceased Francis Biloyotho."
He also cautioned the public against tampering with crime scenes. "Residents should be security conscious and inform the police in time when that nature is criminal and code off the scene of crime to avoid destruction of evidence."
