27 Ntungamo Employees Investigated Over Mess in Health System

Twenty-seven employees of Ntungamo district have recorded statements with the police following their arrest by the State House Health Monitoring Unit. Fifteen of those arrested are Health workers and medical administrators of health units.

Among those who recorded statements are the Chief Administrative Officer, Nasser Mukiibi, Chief Finance Officer, Frank Buhamizo, Internal Auditor, Caleb Natusiima, and Senior Internal Auditor, Ezra Kwesigamukam among others.

Others are the medical superintendent of Itojo Hospital, Dr. Innocent Twesiime, senior medical officer, Dr. Beda Senkware, the Hospital administrator, David Ajuna, and LC V Councilor, Denis Muhumuza and a member of Itojo Hospital Management Committee.

He is accused of misusing the hospital pickup truck and vandalizing it. The arrest of the officials followed a month-long investigation by the State House Health Monitoring Unit, which has pitched a camp in the district to monitor the performance of the health sector.

She said that they found a lot of false accountabilities for Primary Health Care funds, result-based funds, and other monies from the Health Ministry at different Health Centers.

Dr. Warren Namara, the head of the State House Health Monitoring Unit, said that the arrested officials were asked to record statements with the police noting that the investigations are meant to understand how finances are being managed.

Namara said that during the investigations they discovered 36 nonexistent health units in the district, which the officials claim was a creation by the ministry of public service.

Patience Baganzi, the Ntungamo District Police Commander said the police have preferred the charges of abuse of office, causing financial loss, forgery, and neglect of duty against the suspects who are out on police bond. This is the second time the State House Heath Monitoring Unit is carrying out Investigations in Ntungamo District following another conducted in 2017.
