Acholi Premier Wants NRM Probed Over Aswa Ranch

Acholi Cultural Institution (Ker Kwaro Acholi) has protested against plans by government to dole out part of Aswa Ranch to the ruling NRM party and some of its supporters.  

Ker Kwaro Acholi Prime Minister, Olaa Ambrose in a petition to the Commission of Inquiry into Land said the plan to give part of the ranch is ploy by NRM and individuals to grab the land that leaders in Acholi had leased to government for cattle breeding in the sixties.  

Olaa told the Commission that the Aswa Ranch land was leased to government for a period of 49 years by the then Acholi District Council to cattle breeding.

He says the government then used to pay ground rent to Acholi District council until the district ceased to exist with the creation of new districts.

The land according to Olaa should have been handed over to the host Pader district with the expiry of the lease. Olaa says the Uganda land Commission has never reapplied for the lease for the government to continue the ranch operations.

He revealed that the leadership in Pader and the Acholi Cultural Institution was stunned to lead from papers that the land had been given to NRM part and Uganda Livestock Industries Ltd.

Olaa was cross-examined on the Aswa ranch issue by the Commission's Deputy Lead Counsel John Bosco Rujaata Suuza.

Asked by Suuza why the Acholi Cultural Institution is questioning the planned giveaway of the ranch, Olaa said their interest was to stop what he called impunity. 

Olaa said whoever is giving out the land has disregarded the good will of the forefathers of the Acholi people who had leased over 46000 hectares of land to government.   

He revealed that all the persons with new titles on the now disputed Aswa ranch were issued leases between 2015 and 2017 and that they now hold 49-year leases.

Though Olaa says the leases are being issued by Uganda Land Commission, past reports indicate that Agriculture Minister, Vincent Sempijja authorized the giveaway of the ranches in Pader and Nshaara.  

The Ker Kwaro Acholi Premier told URN in an interview that the emergence of NRM and Uganda Livestock Industries Limited in the Aswa ranch is quite suspects.

Olaa suspects  some individuals in NRM have carefully used their connections in government to grab part of Aswa Ranch. He gave an example of Disaster Preparedness Minister, Hillary Onek. URN Could not reach Engineer Hillary Onek for comment over claims that he is one of the beneficiaries.
