Alupo on the Spot for Dodging Select Committee Meetings

Jessica Alupo, the Education and Sports Minister is on the spot for snubbing summons to appear before the select committee investigating the demolition of Nabagareka primary school.

 

 

Robert Migadde, the select committee chairperson accuses the Minister of snubbing the committee invitations on three occasions without any clear reason.

Recently, the select committee invited Alupo to the minister to appear on Thursday this week.

 

 

However, Alupo has instead delegated her junior minister Charles Bakkabulindi to explain the failure by the ministry to acquire land titles for the schools under contention.

 

 

In her letter to the committee dated April 13, 2015, Alupo states that she has delegated Bakkabulindi to represent her in the meeting and provide the responses expected from the Ministry.

 

 

“The purpose of this communication is to recommit my powers of delegating Hon. Bakkabulindi to handle the matter with your committee to its logical conclusion,” the minister states.

 

Wilfred Niwagaba, the Ndorwa East MP asserts that it is disrespectful for the Minister to continually snub the committee\'s investigations well knowing that her input is crucial in the protection of public schools.

 

 

He says they will definitely involve Parliament police to issue summons to compel the minister to appear before the committee.

 

Migadde says the committee will not consider Bakkabulindi\'s submissions given the fact that he has been implicated by some witnesses in the sale of public land.

Last month, Parliament adopted a motion by Lwemiyaga County MP, Theodore Ssekikubo seeking to inquire into the demolition of Nabagereka Primary School.

 

The schools, which was under Kampala Capital City Authority was razed by court brokers in January this year sparking anger from teachers , parents and pupils. 

 

The committee is expected to meet with the Uganda Land Commission on Wednesday to explain its role in leasing out land where public schools sit to private individuals.
