Former LCI Chairman Shot During Public Rally

The incident occurred last evening at Kafunjo Health Centre II, where the area Resident District Commissioner Darius Nandiinda held a rally, campaigning for Annet Kabagambe, a contestant in the councillors race for Buhara Sub County.

The former chairman of Nyakahita village in Kabale district Vanansio Byaruhanga is admitted at Kabale Regional Referral Hospital, after allegedly being shot by a yet to be identified soldier.

The incident occurred last evening at Kafunjo Health Centre II, where the area Resident District Commissioner Darius Nandiinda held a rally, campaigning for Annet Kabagambe, a contestant in the councillor's race for Buhara Sub County.

Eyewitnesses say that confusion started when Nandiinda, backed by Buhara Sub County Chairperson, Joseph Baryamujura asked voters to reject Olivia Mbabazi, a former member of the ruling National Resistance Movement-NRM, who is accused of supporting a ‘rebel' MP Wilfred Niwagaba in the 2016 parliamentary elections.

But Byaruhanga openly opposed the directive. His Daughter Judith Kobusingye says that a disagreement ensued between the two sides, a result of which Nandinda reportedly ordered his escort to deal with Byaruhanga. He accused him of defying directives by government officials.

Kobusingye says that the soldier forced Byaruhanga out of the rally and in the process, released a bullet that hit his leg.

Byaruhanga says that his leg was fractured by the bullet.

Bulasi Kyomuhendo, another eyewitness says that after the incident, Nandiinda and his deputy Denis Nzeirwe closed the rally and rushed the victim to Kabale Regional Referral Hospital. Kyomuhendo questions how such force could be applied to a person who was not violent.

Kabale district councillor Johnson Baguma condemned the act saying that Nandiinda would have used other means of convincing Byaruhanga to support Kabagambe than ordering his escort to deal with him. Baguma says that such incidents discredit the government

But Nandiida says that the soldier acted in self-defence after Byaruhanga turned unruly and attempted to disarm him. Nandiinda also accuses Byaruhanga of inciting chaos at the rally.

The Kabale district police commander Dickens Bindeeba says that his office is yet to be notified about the incident.
