Anti-Monusco Protests: Two Senior Police Officers Suspended

They are: Senior Superintendent Bongo Wifema José, Commander in charge of operations in the city of Goa and Senior Superintendent Luna Kimanga Martin, Commander in charge of intelligence in the same city.

Two police officers have been suspended for allegedly shooting dead anti- United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) protestors in Goma City.       

They are: Senior Superintendent Bongo Wifema José, Commander in charge of operations in the city of Goma and Senior Superintendent Luna Kimanga Martin, Commander in charge of intelligence in Goma. 

According to Peter Kazadi Kankonde , Deputy Prime Minister and Minister of Interior, Security and Customary Affairs, the suspended officers  are accused of crimes against humanity by murder, malicious destruction, incitement of soldiers and police officers to commit acts contrary to duty and discipline.       

In a statement released on Tuesday, Kazadi without giving details also says that General Constant Ndima Kongba, the military governor of North Kivu province has been recalled to the Capital Kinshasa for consultation. He has been temporarily replaced by General Ychaligonza Nduru. 

Nduru has been serving as the Operations and Intelligence Officer in Armed Forces of Democratic Republic of Congo (FARDC).   

Kazadi also says that the Government has promised to meet costs of the victims' funerals, organization of the funeral of senior police officer Kipapa Safari, who was killed by protestors, responsibility for the care of the injured. He added that there are plans to release Kabanza Mugabo Josué, an activist of a citizen movement arrested the day after the demonstrations as well as identification and closure of all churches not in compliance with the Law.       

The suspension of two police officers follows the arrest and trial of six Armed Forces of Democratic Republic of Congo (FARDC) soldiers attached to Republican Guard department.  They are; Colonel Mike Mikombe, Commander of the Republican Guard department and Commander Donat Bawili of the 19th Regiment in Goma. The privates are; Kabamba Kauila Idriss, Mwati Musembua, Mbaya Mbaya Fabrice and Amita Bangala Daniel.       

The protests happened in areas of Kyeshero, Ndosho, Himbi, Katoyi, Kasika, among others in the Nyabushongo district. Locals under their umbrella Wazalendo (translated in English as patriots) commanded by pastor Efraim Bisimwa leader of a Christian-animist group named the “Natural Judaic and Messianic Faith Towards the Nations” left 43 people including a police officer dead ,56 injured and 168 arrested, according to Congolese Ministry of Communication and Media.       

Protestors barricaded roads using stones and stormed MONUSCO bases in the area accusing the peacekeepers of failure to end insecurity in Eastern DR Congo. 

Angry protestors also accused the peacekeepers of failure to launch an assault against the March 23 Movement (M23) rebels, which launched a war against DR Congo government in March 2022 and controlled several positions in Rutshuru, Masisi, and Nyiragongo territories.       

The shooting of the protestors attracted condemnations by the United Nations Human Rights Office and the March 23 Movement, a rebel group that launched a war against DR Congo Government since 2022 calling for an independent inquiry by the international community into the shootings.
