Bundibugyo CAO Directs Termination of Services of Volunteer Staff

The Chief Administrative Officer-CAO of Bundibugyo District, Fred Kalyesubula has directed heads of all administrative units in the district to terminate the services of volunteer staff.   

 

In a circular to head of departments, sub county chiefs and town clerks, Kalyesubula notes that during the recent District Executive Committee-DEC meeting it was pointed out that there are many people serving in different departments and lower local governments without substantive appointments from the District Service Commission. 

He notes that this is irregular and unacceptable since the persons cannot be held accountable for their actions and inactions. He directed the responsible officers to stop the volunteers from accessing their offices as government workers.

“This is therefore, to direct you to stop forthwith all those staff from accessing office of government workers except when they appear there in other capacities as clients,” read part of the directive.

He told URN that the district passed a recruitment plan in the last financial year and the jobs will soon be advertised.

Ivan Ajuna, who was serving as an Agriculture  Extension Officer, says that he sought to volunteer to enhance his skills after graduating last year.  He says the ministry has not appreciated their contributions. 

The directive excludes interns. Over 20 volunteers have been affected including some volunteering Community Development Officers-CDOs, Parish Chiefs and a lab technician at Bundibugyo Hospital.
