The Bundibugyo Town Clerk and his treasurer have been locked out of
office by angry councilors.
The councilors led by the LC III Chairperson, Hassan
Baguma accuse the town clerk Edmon Maisaba Manzi
of corruption, incompetence, and poor interpersonal relationship with others, thus causing poor service delivery to the people of Bundibugyo Town.
also accuse the town clerk of selectively offering town council tenders,
failing to deal with the increasing debts and failing to act on individuals
implicated in corruption tendencies.
They are now
calling for the investigation and suspension of the town clerk.
This morning, the
councilors stormed the offices and nailed planks across the door leading into
the town clerk's office.
The LCIII chairman Hassan Baguma
accuses the town clerk of withdrawing and using the unconditional grants without
following proper procedures.
He told URN
reporter that they have written several complaints in the last 5 months to the office
of RDC, CAO, IGG and other relevant bodies but these have not taken interest in

Baguma said there is organized corruption in the town
where top leaders including a section of councilors connive with the town clerk's office to embezzle public funds.
He said that civil servants have a tendency
of hiding information from the politicians, which has caused the impasse
between the politicians and technocrats.

Jonas Nambayabo, the
secretary for finance in the council said the town clerk does not respect the
political leaders of the town council.
He says that when they
asked the town clerk for the accountability in the previous council sittings
but occasionally snubbed their demands prompting them to lock his office.
Amos Banji, the
Bundibugyo RDC says his office is following up the concerns but described the act of closing his office as
